Bucharest airport link could transport passengers in 3 years |

Ludovic Orban, Minister for Transport, has told ZIARUL FINANCIAR that
the proposed project to link the Gara de Nord (Bucharest North Railway
Station) and Otopeni Airport could cost around 200 million euros and
take three years to complete. "The value of the project will be more
accurate after our present feasibility survey is completed, however, I
think the value will stand at around 200 million euros, which is five
times less than the project proposed by Bucharest City Hall," Ludovic
Orban said. The creation of an infrastructure to link Bucharest to the
Otopeni area has caused a dispute between Bucharest City Hall and the
Transport Ministry, with each institution proposing individual projects.

Government to assume responsibility on uninominal vote on Monday |

Romanian
Government approved on Wednesday the law draft on changing the
electoral system from the current party lists to the uninominal vote
and will assume responsibility for the draft in front of the Parliament
on Monday, October 29.
The Liberal leaders chose this option after president Basescu's call
for a referendum on the subject. The draft adopted by the government is
the project tabled by the non-governmental organization Pro Democratia.
Tariceanu says that he demanded repeatedly the Parliament to adopt the draft, but that things didn't go at the desired pace.
President Basescu, annoyed with the delays in the Parliament, called
for a referendum, in order to have the uninominal vote law approved.

EU bans pesticides, no exceptions |

"Europe - annoyed
by the use of pesticides", French "Liberation" notes. The European
Parliament adopted two law drafts that aim at diminishing the use of
such substances, hazardous for the health.
Despite the measures already adopted, the use of pesticides didn't see
any decrease during the past 10 years, the European Commission admits.
Some 300,000 tons of pesticides are sold every year in the EU states.
France Presse informs that the list of the active substances - key
ingredients of the pesticides - will be approved at an European level
and the use will be authorized at a national level afterwards.
The use of new-generation substances may be approved for 10 years, while the low-risk substances will be approved for 15 years.
The new drafts forbids the spraying of pesticides in the atmosphere and
their use near running waters, parks, sport arenas or medical
facilities.

One in every
three citizens around the world (35%) would like to see the European
Union's influence to grow, a global public opinion survey by Gallup
International - conducted in collaboration with the European Council on
Foreign Relation (ECFR) - shows. "There is growing public support for a
more multi-polar world", a press release of the European Council on
Foreign Relations reads.
In an ECFR policy brief, to be issued on 24 October, authors Ivan
Krastev and Mark Leonard point out that "the EU is unique among the
four big powers (the other three being the US, China and Russia) in
that no-one wants to balance its rise".
The 2007 edition of Voice of the People - the world's largest survey
this year based on interviews with 57,000 people from 52 countries -
shows that world citizens most disapprove of an expansion of Iranian
and US power. 39% of respondents would like to see Iran's power
decrease, while 37% would like less US power in the world.
According to the survey, Russia and China also provoke more negative
than positive reactions. Whilst 23% and 24% of respondents,
respectively, would like Russia's and China's importance to increase,
29% and 32% believe the world would benefit from a decline in their
power.

Defeated by FC
Seville last night, Steaua Bucharest practically lost all chances to
qualify to the "European spring" of the Champions League, being
currently placed last in its group, with three losses out of three
games.
Steaua had a poor game, although its first goal (63') raised some hope.
"They could have won 5 to 0", says Steaua owner Gigi Becali. "I don't
know if we could have done any better".
In the other game of the group, Arsenal "danced" around Slavia Prague, winning 7:0.
